It’s used to define master packages that contain one or more sub packages in order to connect to reservations.
Define the master and sub packages. Go to the Setup \ Configuration \ Reservations \ Rate Management \ Packages \ Master/Sub Packages menu. Select the master package from “Items” and select the sub packages to connect from the menu below.
