Why are the buttons active even though there is a ‘can’t accept or reject’ authorization in transfer in Mc?

If the user is authorized to make a transfer, the acceptance-rejection process is inactivated. (Since the user can make a transfer, the acceptance process is seen as active.)
The Acceptance-Rejection authorization is valid for the transfer requests.
In this case, if the Warehouse user can make a direct transfer, they can also perform the acceptance-rejection process.
