Why don’t we enter data in the description and stock item information in the purchasing document in Mc?

These areas get the description and the stock item information automatically from the purchasing orders, they’re not to be entered during purchasing. If you want to enter data to the description area, you must enter it during purchasing orders. Stock Item information is the information defined in the Master Records>Stock Item>Stock Item Information tab.
